Water Diplomacy will be prioritized in the Central Asian Region-HWCA Erasmus +Project

The Academy took part in the kick-off meeting of the Erasmus+ Project on ” Strengthening Higher Education in the Water Sector for Climate Resilience and Security in Central Asia”.
As part of this project, five universities from the European Union and twelve HEI from Central Asian states will collaborate to enhance professional competence in water management and water diplomacy.
Margarita Kadyrova, the Vice-Rector for Academic Affairs, highlights that the project will prioritize the development of water diplomacy.
The primary objective of the Erasmus + project on ” Strengthening Higher Education in the Water Sector for Climate Resilience and Security in Central Asia” is to enhance human capital in Central Asian countries to address pressing issues related to the water sector. The project aims to achieve this goal through the development of new educational programs and the integration of innovative components into existing programs. The updated and newly created programs will prioritize the cultivation of critical thinking skills, proficiency in working with academic texts, and using of interactive teaching methodologies. Furthermore, the project will place significant emphasis on the advancement of water diplomacy as a distinct and specialized field within the realm of diplomacy.
According to the Vice-Rector, as part of this project, several key goals have been identified to address urgent issues in the water sector. These goals include training a new generation of managers, enhancing cooperation among the states of Central Asia in the domain of water resources management, enhancing the qualifications and expertise of professors and teaching staff involved in water-related disciplines, increasing mobility for experience exchange, supporting scientific research for innovation.
As emphasized during the kick-off meeting, higher education institutions will play a crucial role in the implementation of the project. Their involvement will be instrumental in achieving the project’s objectives. Furthermore, significant emphasis will be placed on fostering collaboration among state bodies, civil society, and the private sector regarding the matters under consideration.
The kick-off meeting took place on June 6-7, 2023, at the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. This significant event served as a platform for collaboration, bringing together esteemed representatives from higher education institutions from the European Union and Central Asian states. The meeting garnered the participation of distinguished guests, including the Head of the European Union Mission to Kyrgyzstan, the Vice Minister of Education and Science of Kyrgyzstan, the Vice Minister of Foreign Affairs of Kyrgyzstan, as well as representatives from the diplomatic missions of the Central Asian states.

Electronic resources of EBSCO for the development of research and educational potential of the Academy

 

On April 26, an information and methodological seminar “EBSCO Electronic Resources for the Development of the Research and Educational Potential of the Academy of Public Administration under the President of the Republic of Kazakhstan” was held at our Academy. Mr. Aliaksandr Rytau, a regional representative of EBSCO in Kazakhstan, presented the seminar.

The seminar included two parts: the first was devoted to an overview of the EBSCO electronic resources available today in our Academy. The EBSCOhost platforms, methods for searching for research findings and working with them were demonstrated during the second part of the seminar.

CONFERENCE ON INTERACTION AND CONFIDENCE BUILDING MEASURES IN ASIA: CURRENT ACTIVITIES AND PROSPECTS

The Academy of Public Administration under the President of Kazakhstan hosted a lecture of the Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Ambassador Kairat Sarybay “CICA: Current Activities and Prospects.”

Students and the faculty of the Academy had a unique opportunity to delve into the history of CICA, its progressive development from an idea to an effective platform for security dialogue and cooperation in the Asian region.

The Secretary General elaborated on the major development milestones of the CICA process and the Organization’s key activities in the five dimensions of interaction.

Ambassador Sarybay placed special emphasis on the activity of CICA institutions in 2021-2022 – the Business Council, Youth Council, and Think Tank Forum.

The Secretary General focused on the key achievement of the Kazakhstan Chairmanship – the historic decision of the sixth anniversary CICA Summit held last October in Astana to transform the Conference into a full-fledged international regional organization – and shared the priorities of the Kazakh Chairmanship for the next two years.

In this context, Ambassador Sarybay highlighted the initiatives of the Head of State Kassym-Jomart Tokayev presented during the CICA Summit to establish the Council for Sustainable Connectivity, transform the CICA Finance Summit into a permanent platform, hold the High-Level Conference on Environmental Issues in CICA countries in Astana in 2024, hold the Rally of Leaders of the Volunteer Movements of the CICA countries under the auspices of the Youth Council in 2024, and create a partnership network of leading universities of the CICA Member States.

Following the lecture, Kairat Sarybay answered questions from the audience, wished it further success, and gifted the compilation of fundamental CICA documents to the Academy’s library.

The Rector of the Academy Dr. Yerlan Abil and Director of the Institute of Diplomacy Ambassador Alexei Volkov, in turn, thanked the Secretary General for the fruitful meeting and an important contribution to the education of the younger generation, as well as expressed hope for further interaction between the CICA Secretariat and the Institute of Diplomacy.

The National Competition «Qazaqstan Project Management Awards — 2022» has completed

On December 2-3, the winners of the III National Competition “Qazaqstan Project Management Awards – 2022” were determined at the Academy of Public Administration under the President of the Republic of Kazakhstan. Executive Office of the President of the Republic of Kazakhstan, Agency of the Republic of Kazakhstan for Civil Service Affairs, “Baiterek” National Management Holding” JSC, the Ministry of National Economy of the Republic of Kazakhstan, “Union of Project Managers of the Republic of Kazakhstan” ALE and Academy of Public Administration under the President of the Republic of Kazakhstan were organizers of the competition.

The main purpose of the competition is to support government agencies and other organizations that actively implement and apply project management methods and tools in their activities.

The importance of project management has now increased as noted by Paul Bradley, leading project management methodology coach of the PRINCE2 courses that: “I’m delighted to join you and be part of the annual Qazaqstan Project Management Awards 2022. Similar to recent years this last year it’s been a challenge for all project professionals with constraints on budgets, recourses and time. The global skill shortage continues to give us all problems as well. When we looking at putting vibe people in a vibe vows. But of course, with every challenge comes an opportunity. Never before, has the focus on project management been more important. In this challenging road we looked to manage in more efficient ways using different approaches.”

Sayasat Nurbek, Minister of Science and Higher Education of the Republic of Kazakhstan: “There are systemic changes in the state apparatus work now in Kazakhstan, modernization of the activities of state bodies. As noted by Warren Bennis – one of the founders of the modern theory of leadership and change management – the manager does things right, and the leader does the right thing. Now a state manager should be both a leader and a manager. Design and management qualities help to solve important issues in the state”.

Reinhard Wagner, Chairman of the IPMA Council, the former President of IPMA 2015-2017, congratulated the winners of the national competition: ” Let me congratulate you to making the Qazaqstan Project Management Awards 2022″. It is not only a great moment for all the finalists but also a celebration of project management achievements in your country.

It certainly helps to show case excellent projects, product managers and project offices.”

The QazPMA National Competition became the winner at the IPMA Global Project Excellence Awards in 2021 and received gold, which indicates the recognition by the international expert community of Kazakhstan’s experience in implementing project management. Evaluation reports of the contestants were conducted by professional assessors in the field of project management. The jury members composed of senior public officials, representatives of professional communities, Kazakhstan and international experts, determined the winners of the competition in the context of nominations.
