Meeting with the delegation of China National Academy of Governance.

Today, Mr. Yerlan Abil, the Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan, conducted a meeting with representatives from the China National Academy of Governance. The delegation was led by Mr. Xie Chuntao, the Vice-President of the National Academy, and included the participation of the Ambassador of the People’s Republic of China to the Republic of Kazakhstan, Mr. Zhang Xiao.

 

During the meeting, both parties outlined their respective organizations’ primary areas of activity and expressed their commitment to further enhance cooperation and exchange best practices.

The China National Academy of Governance holds a pivotal role in the training and development of middle and senior civil servants in China.

Civil servants will undergo leadership training in the UAE

Civil servants will undergo leadership training programs in the United Arab Emirates

On February 13, the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs, Darkhan Zhazykbay, held bilateral meetings with UAE officials within the framework of the World Governments Summit 2024. As a result of the meetings, the first of the leadership programs, «Executive Leaders Program», was launched as part of one of the intergovernmental areas for the exchange of experience in the field of transformation of public administration, «Capacity building & Leadership». Training under the program will begin in March of this year and is planned to include 30 civil servants.

As part of this intergovernmental area, online training for civil servants in three leadership programs “Executive Leaders Program”, “Future Leaders Program”, “Youth Leaders Program” will also be held free of charge.

Focus groups of both countries, which included representatives of the Academy of Public Administration under the President of the Republic of Kazakhstan, carried out thorough preparatory work, including agreeing on the program and procedure for training. Thus, the Academy, together with stakeholders, has developed a list of priority areas and topics of training. These priorities and topics are formed taking into account world practice, proposals from the UAE and existing training modules at the Academy.

The programs also include a week of full-time training at the Academy of Public Administration under the President of the Republic of Kazakhstan and the UAE.

At the end of the meeting, the parties expressed their readiness for further fruitful development of cooperation in the implementation of joint educational programs for civil servants.

Meeting with a representative of the Organization for Economic Cooperation and Development

Today, the Academy of Public Administration under the President of the Republic of Kazakhstan hosted a lecture by William Thompson, Head of the Eurasia Department at the Secretariat of Global Relations of the Organization for Economic Co-operation and Development.

During the lecture, William Thompson presented the core activities of the OECD, covering its mission, mandate, and legal aspects, with a specific focus on Kazakhstan’s role within the organization.

It is noteworthy that the OECD actively engages in analytical work, formulates recommendations for its member countries, and serves as a platform for organizing multilateral negotiations on various aspects, encompassing economic and social issues, the combat against corruption, and the pursuit of a fairer and more inclusive society.

Throughout the meeting, students from the Academy had the opportunity to pose questions of interest. Both parties expressed their readiness for further productive cooperation and the exchange of best practices.

The Academy signed a Memorandum of Understanding with the Italian National School of Administration

On January 18, 2024, as part of President Tokayev’s official visit to Italy, a Memorandum of Cooperation was successfully concluded between the Academy of Public Administration under the President of the Republic of Kazakhstan and the Italian National School of Administration.

The Memorandum aims to enhance collaboration between the two nations by focusing on the training and development of civil servants competencies in the areas of public policy and public administration, as well as strengthen cooperation in applied research.

During the meeting with the Chairman of the Council of Ministers of Italy, Giorgia Meloni, the President Kassym-Jomart Tokayev emphasized the successful collaboration between the two countries in achieving shared goals on the global stage within the frameworks of the UN, OSCE, Council of Europe, and OECD.

The joint statement issued following the meeting accentuated the significance of broadening cooperation in higher education between prominent Kazakh and Italian universities specializing in science and technology.

Professionalisation of local executive power

The Academy hosted a round table on the theme «Professionalisation of local executive power».

The purpose of the round table was the presentation of the results of the research project “Local governance in cities of regional significance, rural districts, towns and villages in the modernisation of public administration of the Republic of Kazakhstan”, implemented under the agreement between the Hanns Seidel Foundation and the Academy of Public Administration under the President of the Republic of Kazakhstan. In addition, the results of pilot elections of akims of districts and cities of regional significance of the Republic of Kazakhstan were announced.

Regional Representative of the Hanns Seidel Foundation for Central Asia Max Georg Meyer took part in the discussion of the project results at the round table.

For participation in the round table were invited interested persons: the research section of the Academy, teaching staff, civil servants, masters and doctoral students.

III National School of Rectors

From December,1 to December 3 the staff of the Academy will take part in a seminar within the framework of the project «III National School of Rectors» on the topic «New models of universities. Version 5.0.».

During the event experts discussed issues of the development of higher education, new approaches in the management and construction of universities in the context of globalization.

Rectors, vice-rectors of leading universities of the Republic of Kazakhstan, experts in the field of higher education speak at the event.

Academy was visited by the Director of the Kazakhstan Institute of Strategic Studies

On November 24, the Academy was visited by the Director of the Kazakhstan Institute of Strategic Studies Tukumov Yerkin Valitkhanovich and Deputy Director Zholdybalina Alua Serikovna.

At the meeting were discussed strategic issues related to the further development of cooperation, mostly in the research part, issues of joint projects, scientific conferences, as well as the possibility of uniting organizations to promote doctoral and master’s studies on topical topics in the Republic of Kazakhstan.

Also, the sides decided to interact between the two organizations, create common projects, participate in developments and research on topical issues of strategic development of the Republic of Kazakhstan.

The Memorandum of Understanding between APA and the Kazakhstan Institute for Strategic Studies was signed on October 9, 2023.

The priority objectives of cooperation are the joint implementation of research programs and projects, the exchange of experience in the field of creation and implementation of modern technologies and methods in relevant areas of research, the involvement of specialists for scientific advice to undergraduates and doctoral students, the implementation of scientific internships for undergraduates and doctoral students.

А delegation of government officials from Pakistan visited the Academy

On November 20, 2023, a delegation of government officials from Pakistan visited the Academy. During the meeting, the participants were given the opportunity to familiarize themselves with the activities of the Academy. As part of the visit, the director of the Institute of Applied Research, Aigul Kosherbaevа, delivered a lecture on “Public Administration and Civil Service in Kazakhstan.” The delegation expressed their gratitude to the Academy’s management for the warm reception and the insightful lecture.

The intra-university competition, aimed at selecting a candidate for the second (republican) stage of the “The Best University Teacher” competition, has concluded.

Participating in the intra-university stage of the “The Best University Teacher” competition was Azamat Zhanseitov, a Master of Science and the Head of the office for the development and implementation of educational programs at the branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the Karaganda region.

From November 9 to 10, 2023, the applicant’s documents underwent thorough review by an expert group from the Academy of Public Administration under the President of the Republic of Kazakhstan. The evaluation included an examination of the teachers’ questionnaires, and the outcomes of this assessment are duly recorded in the expert group’s protocol.

The Academy is accredited by EAPAA
The Academy of Public Administration under the President of the Republic of Kazakhstan has obtained accreditation for four of its master’s degree programs from the European Association for Public Administration (EAPA). These accredited programs include:
  • Master’s in Public Administration;
  • Master’s in Economics;
  • Master’s in Public Policy;
  • Master’s in International Relations.
EAPAA Accreditation is highly esteemed and is recognized as one of the most prestigious accreditations globally for public administration training programs, along with NASPAA Accreditation in the United States. The Academy, in the process of implementing educational programs, has prepared self-assessment reports, accompanied by supporting documents, and submitted them for technical evaluation. Between November 20 and November 24, 2022, a “Site-visit” was scheduled and conducted by an expert group. This audit entailed a comprehensive examination of the Academy’s operations. In accordance with the group’s visit program, interviews were conducted with the Academy’s management, teaching staff, and employees from various structural divisions. Furthermore, a physical inspection of the material and technical resources used in accredited educational programs was carried out. To ensure a thorough verification of the information, interviews were also conducted with teaching staff and students involved in accredited educational programs, specifically those teaching general core courses. Following the conclusion of the “Site-visit,” the working group performed a comprehensive evaluation of the educational programs presented. The expert group then prepared a report and recommended it for review during the EAPAA accreditation council meeting on September 5, 2023, in Zagreb, Croatia. On September 5, 2023, the EAPAA accreditation council made a decision to pass a resolution, officially recognizing and certifying four master’s degree programs as competitive in the international market. The Academy’s main objective in undergoing the process of independent international accreditation is to affirm the quality of its educational programs, evaluate the expertise of its teaching and professorial staff, ensure alignment with international ESG standards, and validate the competitiveness of its graduates in the public administration sector within the labor market. This is particularly crucial as the Academy’s target audience comprises active civil servants and individuals from diverse professional backgrounds. The international recognition of EAPAA quality provides the Academy with the opportunity to establish collaborative partnerships with accredited universities, facilitating the development and implementation of joint educational double-degree programs and enabling research collaborations.

Meeting with the Erasmus+ project delegation

Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan Yerlan Abil welcomed a visiting delegation of the Erasmus+ project “Strengthening Higher Education in the Water Sector for Climate Resilience and Security in Central Asia’ (HWCA)”.

The Erasmus+ project aims to enhance the professional competencies of Academy Master and PhD students in the fields of water resources management and water diplomacy. Moreover, the initiative aims to foster knowledge exchange and enhance the scientific and analytical capabilities of both Master and PhD students, as well as the teaching staff.

The Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan, Yerlan Abil, convened a meeting with a delegation from Sofia University. The Bulgarian delegation, led by Anastas Gerdzhikov, the university’s Rector, consisted of nine individuals who were on an official visit to Kazakhstan.

The Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to the Republic of Kazakhstan, Boyan Khadzhiev, attended this meeting alongside a delegation from Sofia University.
Sofia University holds a distinguished reputation as one of the most prestigious educational institutions in Bulgaria and Eastern Europe. The memorandum of understanding and cooperation between the Academy of Public Administration and Sofia University was signed on July 18, 2023.
Sofia University provides master’s programs across various fields, including Public Administration, European Public Administration, State Management and Politics, Policy evaluation and impact assessment, European Integration and EU Diplomacy, International Relations and Security Studies, Political Management and Consulting, and more.
Anastas Gerdzhikov, the Rector of Sofia University, highlighted, “The University actively engages in scientific research and offers an extensive range of bachelor’s, master’s, and doctoral programs. Additionally, it collaborates with numerous international educational institutions and actively participates in international exchange programs.” This underscores his readiness to collaborate with the Academy to enhance the quality of education and the development of civil servants in the future.
The cooperation between these two higher educational institutions aims to achieve the following objectives:
Foster the development of collaboration between educational institutions in partner countries.
Facilitate academic mobility for both teachers and students from Sofia University and partner universities in Central Asia. This encompasses participation in internships, seminars, educational and scientific trips, as well as collaborative teaching initiatives.
Establish and maintain coordination in their activities with universities, government institutions in both Bulgaria and the countries of Central Asia.
At the conclusion of the meeting, the parties exchanged well-wishes, shared experiences for future development, and captured the moment with a collective photograph to commemorate the event.

MEETING WITH DR. MAX GEORG MEIER, PROJECT MANAGER OF THE HANNS SEIDEL FOUNDATION IN CENTRAL ASIA

Today, Erlan Abil, the Rector of the Academy, had a productive meeting with Dr. Max Georg Meier, Project Manager of the Hanns Seidel Foundation in Central Asia.

During the meeting, both parties engaged in a fruitful discussion concerning the ongoing collaborative initiatives within the field of education and scientific research. They also explored opportunities for their cooperative efforts and shared their vision for future endeavors.

It’s worth noting that the Academy has maintained a successful partnership with the Hanns Seidel Foundation since 2009, primarily focused on providing training and advanced development opportunities for civil servants.

Belgian Neutrality

On September 29, 2023, a guest lecture took place at the Academy of Public Administration under the President of the Republic of Kazakhstan, as part of the “Development Day” program. The lecture was delivered by the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Belgium to the Republic of Kazakhstan, Henri Vantieghem. The topic of the lecture was “Belgian Neutrality.”

Ambassador Henri Vantieghem shared significant historical moments from Belgium’s history and discussed the evolution of the country’s neutrality policy. The lecture concluded with a discussion and questions from master’s and doctoral students of the Academy.

Participants conveyed their appreciation to the Ambassador for delivering such an engaging and informative lecture.

Meeting of a Country Coordinating Mechanism

The Chief Expert of the Institute of Applied Research Kuralay Nurbek participated in the IOM 2nd Meeting of a Country Coordinating Mechanism (CCM) on behalf of the Academy.

The meeting is organized within the framework of the Regional project “Programme for Facilitating Managed Labour Migration in Central Asia” (Phase 1), funded by the Swiss Agency for Development and Cooperation (SDC) and contributes to strengthen bilateral labour migration cooperation. The participating countries of the project are Kazakhstan, the Kyrgyz Republic, Tajikistan and Uzbekistan.

The project, realized by the International Organisation for Migration, aims to support the efforts of governments and other stakeholders in target countries to identify problems and regularly adapt and improve policies.

A Country Level Project Coordinating Mechanism (CCM) is established as a platform for regular feedback between stakeholders to identify and respond to challenges and solve problems of labour migration taking into account the changing dynamics of the labour market and increasing the level of worker protection in recruitment and employment on a sustainable basis.

The IOM CCM meeting currently taking place in Oskemen (Zarechye) will examine ways to strengthen interaction and cooperation between countries participating in bilateral labour agreements with a focus on protecting the rights and well-being of migrant workers while ensuring mutual benefits for both countries: senders and recipients.
