Who signs the referral to a public servant?

Political civil servant of a state body or a responsible secretary, or Chef de Cabinet, and in state bodies in which the above positions are not entered, the head of a state body.

The following officials were assigned to the list of political civil servants by Decree of the President of the Republic of Kazakhstan dated March 7, 2013 No. 523:

  1. The Prime Minister of the Republic of Kazakhstan, his first deputy and deputies;
  2. State Secretary of the Republic of Kazakhstan;
  3. The head of the Administration of the President of the Republic of Kazakhstan, his first deputy and deputies;
  4. Chairman and members of the Constitutional Council of the Republic of Kazakhstan;
  5. Chairman, Deputy Chairman, Secretary and members of the Central Election Commission of the Republic of Kazakhstan;
  6. Assistant to the President – Secretary of the Security Council of the Republic of Kazakhstan, his first deputy and deputies;
  7. Chairman of the Supreme Judicial Council of the Republic of Kazakhstan;
  8. Chairman and members of the Accounts Committee for Monitoring the Implementation of the Republican Budget;
  9. Head of the Office of the President of the Republic of Kazakhstan, his deputies;
  10. Aides to the President of the Republic of Kazakhstan;
  11. Advisers to the President of the Republic of Kazakhstan;
  12. Heads of state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their first deputies and deputies;

Is it required to take the APTIS, TOEFL or IELTS tests, if applicant graduated English medium university?

Applicants for admission to the Academy, educated in universities with English medium of instruction, are exempt from the requirement to provide IELTS or TOEFL certificates, or take the APTIS test.

What is APTIS test?

APTIS is a computer-based test, developed by the British Council in order to assess the level of English proficiency based on the Common European Framework of Reference for Languages (CEFR), the test contains assignments for four language skills: speaking, writing, reading and listening. The test is organized by the British Council Kazakhstan.

Where can I find essay topics related to field of study?

The Academy’s website hosts essay topics on specialties for those entering the Academy.

Are there any internships abroad?

Academy students have the opportunity to undergo foreign internships at the Maxwell School of Citizenship and Public Affairs – Syracuse University (USA), Mohammed Bin Rashid School of Government (UAE), DBB Academie (Germany), Estonian School of Diplomacy, the Vienna Diplomatic Academy (Austria), the Netherlands Institute of International Relations “Clingendael” (Netherlands), and the diplomatic missions of the Ministry of Foreign Affairs abroad.

What are the scholarship schemes for civil servants?

Academy students receive a scholarship corresponding to the official salary at the last workplace.

Is the workplace reserved for civil servants who have entered for study?

The workplace is reserved for the employee, since s/he is on study leave for the duration of her/his studies at the Academy.

Does public service experience continue to accrue?

Training at the Academy shall be entered in the civil service experience.

Is the student accommodation provided while studying at the Academy?

The student accommodation is provided to nonresident civil servants who are enrolled in the Academy.

What is the medium of instruction for master and PhD students?

The Academy moved to the simultaneous teaching in Kazakh, Russian and English languages. Currently, training is conducted in 3 languages – 40 % in Kazakh, 30 % in Russian and 30 % in English.

Are there requirements on working in the public service after completing training at the Academy?

The order and terms of working are determined by the Rules of training, retraining and professional development of civil servants, approved by Decree of the President of the Republic of Kazakhstan dated March 15, 2018 No. 125 (hereinafter – the Rules).

Thus, according to the Rules, a civil servant work in the civil service for at least three years after completing a postgraduate education programme, unless otherwise established by the legislation of the Republic of Kazakhstan, and for at least one year, immediately after completing the training, in a government body which sent her/him to training.

How much does tuition fees cost?

Tuition fees for the master’s program for one academic year is about 2.5 million tenge excluding foreign internships.

Tuition fees for the doctoral program for one academic year is about 3.5 million tenge excluding foreign internships.

Is it possible to apply for civil servants while they are in the place of a maternity employee?

According to the admission rules No. 934 of December 12, 2019, persons applying for Master’s and Doctoral programs under the state educational order must be active civil servants at the time of admission to the Academy and not occupy a temporary vacant public position at the time of admission.

What are the time limits for essays?

All written works must be prepared in advance and submitted together with the package of documents.

What language the essay should be written in?

Writing an essay can be in the State, Russian, or English languages by choice.

What is the stage of an interview?

The stage of an interview will be conducted simultaneously in Kazakh, Russian and English.
During the interview, members of the commissions have the opportunity to identify the potential of applicants, leadership and professional qualities, motivation to learn and clarity of vision for applying the knowledge obtained in practice.
Each year, independent experts from the Presidential Administration, the Office of the Prime Minister, the Senate of the Parliament, the Nur Otan party, ADGs, CSOs and MIO, NGOs and foreign partners are invited to conduct interviews with applicants as members of the program commissions. This allows for transparent selection of applicants for study.

Which program of study is more relevant?

The Academy annually updates and improves its educational programs based on domestic and global trends in public administration and policy. All educational programs are relevant.

Is there any possibility to get a place in the residence hall for people with families?

When entering the Academy, students from the regions are given a place in the residence hall. A place is only intended for one person.

How will further study take place from the beginning of the academic year?

When applying, the state body directs You to study at the Academy, on-the-job (except for the Regional leadership MRL and Regional development programs, with a period of 1 year MRD1). Depending on the program, You will study at the Academy for 1, 2 or 3 years. More information about the Academic calendar can be found on our official website www.apa.kz, in the “Students” section.

How is the number of government grants distributed?

Annually, the Academy is granted 120 places for Master’s programs, 12 places for Doctoral programs, distribution of grants between educational programs depends on the results of competitive selection.

Is it possible to change the selected program after registration?

According to the rules of admission No. 934 of December 12, 2019, the applicant submits documents for one of the educational programs and passes the competitive procedures for the selected program. Repeated interviewing is not allowed. Changes to the program after registration are not allowed.

Do we need to choose a topic for the Master's thesis before entering the program or during the study?

Topic for the Master’s thesis must be selected before admission and written in the referral. During the study, you can narrow or refine the research object together with the supervisor.

Is it possible to pass a preliminary check of the essay for plagiarism?

Verification of written works for plagiarism is carried out after receiving the documents and encoding the works. There is no option to pre-pass verification.

What is the duration of offline training (in Nur-Sultan city) for on-the-job educational programs?

The duration of offline training is 2-3 weeks, depending on the educational program

What are the main requirements for completing the curriculum in the framework of modular training?

1) Mandatory participation in online classes,

2) completion of all tasks according to the established deadlines,

3) passing the midterm and final control procedures

Is it allowed to pay for training monthly?

Payment must be made in the following terms: 50% before September 1, 50% in December.
