The institute of Management is a structural subdivision of the Academy of Public Administration under the President of the Republic of Kazakhstan, responsible for training specialists in master’s and doctoral educational programs.

Vision – a highly professional team contributing to the achievement of the state’s strategic goals.
Goal of the institute – to contribute to achieving the strategic goals of the state through the effective use of the most advanced teaching methods and technologies in the training of competitive specialists.
Objectives of the institute – to train highly qualified professionals in educational programs that define the profile of the Institute, based on the current and long-term needs of public administration; to develop the research potential of the Institute’s staff; and to enhance cooperation with leading Kazakhstani and international educational and research centers.
In accordance with its objectives, the institute performs the following functions:
- participation in organizing the selection of candidates for admission to the Academy;
- organization of the educational process for master’s and doctoral programs;
- implementation of interactive and innovative teaching technologies into the educational process;
- organization and implementation of applied research, including in cooperation with domestic and international organizations;
- development of partnerships with government bodies, quasi-public sector organizations, Kazakhstan and foreign higher education institutions, and research organizations.
The institute of State and Local Governance was established in 2005. In the 2012–2013 academic year, by decision of the Academic Council of the Academy, the Institute of State and Local Governance was reorganized and renamed the institute of Management.
Since its establishment, the institute has implemented the master’s degree program in Economics and doctoral programs in Public Administration and Economics.
In 2017, the only master’s degree program in the country titled Regional Development was introduced. The program was developed taking into account international experience in training masters in regional development, the recommendations of the Ministry of National Economy of the Republic of Kazakhstan, and the results of the European Union project Regional Development of Kazakhstan.
Since 2019, a new national master’s program Human Resource Management has been launched, based on the recommendation of the Agency for Civil Service Affairs of the Republic of Kazakhstan.
In 2025, on the initiative of the Agency for Civil Service Affairs of the Republic of Kazakhstan, a new educational program Digital Public Administration was introduced. The content of the program was developed in accordance with the recommendations of the Agency for Civil Service Affairs and the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan.
In addition, the institute of Management implements the master’s program 7M04118 – Regional Development in a blended (on-campus and distance) learning format, which allows students to combine professional activities with the educational process.
