Round Table Held: “Declaration of Sovereignty – A Herald of Independence”

Ahead of Republic Day and marking the 35th anniversary of the adoption of the Declaration of State Sovereignty of Kazakhstan, the Academy of Public Administration hosted a round table titled:

“Егемендік декларациясы – Тәуелсіздік жаршысы” (Declaration of Sovereignty – A Herald of Independence).

The event was moderated by Azamat Zholmanov, Rector of the Academy of Public Administration.

During the round table, representatives from governmental and public institutions discussed the significance and historical role of the Declaration, while also addressing current issues of state policy and governance in the modern context.

October 25, 1990, marks the day when the Supreme Council of the Kazakh SSR proclaimed the state sovereignty of Kazakhstan. This document was a pivotal step on the country’s path to independence. Participants emphasized that the adoption of the Declaration was a challenging process that required significant efforts from many prominent public and state figures. The commission responsible for drafting the document was led by the renowned legal scholar and academician Salyk Zimanov.

The event brought together: members of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan, public and political figures, heads of research institutes, rectors of leading universities, academics, faculty members, and policy experts

Among the Speakers:

  • Members of Parliament: Nurtore Zhusip, Ali Bektaev, Zhanarbek Ashimzhanov
  • Public figures: Kuanish Sultanov, Omirzak Ozganbayev, Kairolla  Erezhepov, Tulegen Kuanyshev
  • Historian from the Institute of State History: Kuanysh Zhapsarbayev
  • University leaders: Talgat Narikbayev, Gulzhamal Zhaparova, Bekmambet Omirbay.

Participants highlighted the enduring importance of historical memory, national identity, civic consciousness, and patriotism as foundational values of independent Kazakhstan.

Kazakhstan’s independence is the result of historic decisions, national resilience, and the selfless dedication of its people. Preserving this spirit in the hearts of today’s public servants was underscored as one of the most critical missions of our time.
