Requirements to foreign citizens

Foreign citizens have the right to enter the Academy on a competitive basis within the framework of international grants and scholarships for master’s and doctoral programs.

Foreign citizens register in the Academy’s information system (https://admission.apa.kz/en) with choosing status “Non-resident” and attach the following documents in electronic format:

  1. A reference statement of the state body, in the form according to Annex 1 to the Order of the Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan No.61 dated February 10, 2022;
  2. a copy of the identity document;
  3. a copy of the document on higher education with an appendix (for admission to master’s degree) or a copy of the document on postgraduate education with an appendix (for admission to doctoral studies);
  4. one of the international certificates confirming the level of foreign language proficiency in accordance with the Pan-European competencies (standards) of English language proficiency, IELTS, TOEFL, TOEIC, PIPPLET with the results:

  for Master’s program – IELTS not less than 4.0 points, TOEFL ITP not less than 460 or TOEFL IBT not   less than 57 points, TOEIC not less than 381 points, PIPPLET not lower than level B1 (CEFR); 

  for Doctoral programs and “Master of Business Administration” program – IELTS not less than 5.5   points, TOEFL  ITP not less than 543 or TOEFL IBT not less than 87 points, TOEIC not less than 650   points, PIPPLET not lower than level B2 (CEFR).

  At the same time, the Academy, in cooperation with the PIPPLET operator, provides   organizational assistance for passing this test.

  Applicants who have received a degree in foreign universities where English is the   language of instruction are exempt from providing one of the named international   certificates. At the same time, the Academy, if necessary, requests supporting   documents;

5)  a track record certified by the personnel service at the place of work or – a document   confirming employment;

6)for applicants for doctoral programs – a research proposal project;

7)foreign citizens print out the application generated in the Academy’s information system, sign it and upload a signed scanned version of the application.

  When registering in the Academy’s information system, the applicant signs the User Agreement and consent to the collection and processing of personal data.

  Educational documents issued by foreign educational organizations are recognized in accordance with the procedure established by law.

  Documents in a foreign language are provided with a notarized translation into Kazakh or Russian.

  Educational documents issued by foreign educational organizations undergo the procedure of recognition of educational documents in accordance with the procedure established by the legislation of the Republic of Kazakhstan after enrollment of persons during the 1st (first) academic period of study.

  Educational documents issued by foreign educational organizations, including their branches, as well as scientific centers and laboratories, are recognized on the territory of the Republic of Kazakhstan with the issuance of a corresponding certificate to persons who have completed their studies in them.

  The Academy processes data and electronic copies of applicants’ documents within three working days. If the applicant’s documents comply with the indicated requirements, the applicant’s personal account will display the status of the application with notification on allowance to participate in competitive selection.

  If the applicant submits an incomplete package of documents and/or expired documents, the Academy notifies the applicant within three days before the completion of the acceptance of documents about the need to supplement or replace the documents with the appropriate application status.

  If the applicant provides an incomplete package of documents and (or) expired documents, as well as false information, the status of the application for refusal to accept documents will be displayed in the applicant’s personal account on the day of completion of the acceptance of documents.
