ORGANISED A CONFERENCE DEDICATED TO THE 30TH ANNIVERSARY OF THE COUNTRY’S INDEPENDENCE

Today, an international conference «Professionalization of the Civil Service of Independent Kazakhstan: Policy, Practice and Challenges» in the offline / online format, organized at the Academy jointly with the NGSPA Alumni Association and Astana Civil Service Hub. Participants of the conference were representatives of central state and local executive bodies, national and foreign experts in the field of public administration and public service, alumni, students, and employees of the Academy.

Moderator of the conference was rector of the Academy Yerlan Abil.

Purpose of the conference – discussion of the ways of national system development of governmental professionalization, identification of priority goals and objectives for the development of professional training of civil servants in VUCA world.

Anar Zhailganova, Chairman of the Agency for Civil Service Affairs of the Republic of Kazakhstan, made a welcoming speech to the conference participants. The system of strategic state planning was presented by the Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan Kairat Kelimbetov. Head of the Public Administration Department of Administration of President of the Republic of Kazakhstan Altair Akhmetov, noted the importance of professionalizing the state apparatus within the framework of the implementation of the Concept for the Development of Public Administration until 2030. Alikhan Baimenov, the Chairman of the Steering Committee of the Astana Civil Service Hub, told about issues of the evolution of public administration and the direction of development of the civil service of the Republic of Kazakhstan.

Additionally, the Deputy Chairman of the Board of Directors of the International Science Complex «Astana» Farhad Kuanganov, as a graduate of the NSHGU, noted the role of the School in the formation of the political elite of Independent Kazakhstan. Director of the Green Academy Research and Education Center Bakhyt Yessekina made a presentation on the topic “Improving strategic planning taking into account the principles of low-carbon development”.

Director of NSHGU (1995-1998) Khairzhan Takuov in his video greeting noted the role of the Academy in the transformation of public administration.

Foreign experts also took part in the conference online. Vladimir Mau, Rector of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, made a greeting speech. The professor at the University of Southern California Chester Newland (USA), who was a consultant to UNDP in 1999-2000, was connected online to the conference. He made a significant contribution to the formation of the Kazakh model of civil service, as well as the director of professional education and international cooperation of the School of Citizenship and Public Affairs named after Maxwell University of Syracuse (Academy partner) Daniel Nelson also actively participated to the conference section.

The alumni of the National School of Public Policy of the Academy took an active part in the conference. Ilona Schwarzkopf, Director of the Department of Project Management Policy of the Ministry of National Economy of the Republic of Kazakhstan and Abilhayir Tamabek, Head of the Department for Control over the Use and Protection of Lands of the Akimat of Zhambyl Region, suggested proposals for the further development of the NSHGU.

The conference ended with the Forum of the Alumni Association of the National School of Public Policy.

«The Academy’s Conference was excellent. Thanks for inviting me to participate in it. In its 30 years as an independent nation, Kazakhstan has become a global example of transformative development of institutions of responsible Constitutional Government in service of Enlightened culture. Importantly, KZ leaders and people understanding that faults continue to abound, as elsewhere. KZ is continuing improvement efforts in search of sustained progress.

Throughout the first decade of KZ independence the 1990’s much of the work of peaceful transformation was very difficult. Early years of development of and in Astana/Nur Sultan were especially challenging. We opened a United Nations Development Program office immediately, but it was alone for a long time in trying to help there. KZ Civil Service Professionals in Astana performed importantly well despite extremely difficult conditions in initial years there.

Throughout these past 30 years, Alikhan Baimenov has been an exemplary leader in Kazakhstan and internationally. KZ has achieved important Global respect because of sustained work by Chairman Baimenov and other devoted leaders.

Advances during the last two decades have extensively transformed KZ with happier conditions. I wish the Nation continued progress in practices of values and disciplines of responsible Constitutional culture».
