“Open government paradigm in the face of global challenges: hear, understand, act

The Academy of Public Administration under the President of the Republic of Kazakhstan resumes the tradition of holding annual scientific conferences. The 2023 conference is dedicated to the development of open government in Kazakhstan in the context of global challenges and its correlation with the concept of a “hearing state”.
Five research areas of the Academy will be presented in five sections: public administration, civil service, public services, economics and international relations. Within each section, a series of panel discussions will be organized.

Public Administation section

Since the 70s of the last century, the term “open government” has been used. What does open government mean: a culture of governance, a method of building an open society, or a principle that provides access to information? Or is it a way to keep the government accountable to society for its actions? What trends prevail in the understanding of open government? On the one hand, it is generally accepted to consider digitalization as a key criterion for open government.

But is it possible to put an equal sign between open government and a digital state? Does digitalization open up new horizons for understanding human society or is it only a tool that is equally ready to serve the interests of both open and closed governments and societies? On the other hand, is civil society able to take advantage of open government? What comes first here: open government or open society? How to make citizens partners of open government? Finally, the “eternal fears” of governments are the managerial dilemma of openness vs. security in both domestic and foreign policy.

Public Service section

According to sociological surveys, only 8% of Kazakhstanis want a civil servant career for their children. Why such unattractiveness? Why does the image of a Kazakh civil servant not correspond to his social role? Is open government able to solve these problems, bridge the gap between the ideal and the real image of public servants? One of the reasons for this situation is that out of the entire heritage of the classical bureaucracy, the Kazakh public service has absolutized the ritual side.

“Bureaucratic ritualism”, arising from the dominance of form over content, devalues the activities of state bodies, deprives them of the prospects of becoming developing organizations for their employees and the industry as a whole. What is the way out of this situation? Are the concepts of bureaucracy and open government compatible at all?

Governmental services section

One of the key manifestations of an effective open government is a developed system of public services. A lot has been done in Kazakhstan to ensure that the quality of public services meets generally recognized standards and requirements, primarily through digitalization and the introduction of the “one stop shop” principle. Nevertheless, this area needs further improvement – the desubjectification of services. Is it possible, in this regard, to completely eliminate the human factor in the provision of public services through the introduction of artificial intelligence and other latest information technologies?

Economics section

Fragmentation as a new trend in the development of the world economy will intensify. How likely is the scenario of the breakup of the world into rival economic blocs? What are the prospects for national open governments in the face of geo-economic fragmentation? And what in this case should be the internal economic policy of the state. Another local aspect of the economy, which is proposed to pay attention to, is the role of state budgets in the development of regions and local communities.

Here, participatory budgeting is an important instrument of openness-oriented public policy. In addition, giving citizens responsibility for the distribution, spending and use of budgetary funds is considered as a basic element in the development of local self-government.

International Relations section

Is it possible to form a global culture of open government in a world where the development paradigm is determined not by unity and cooperation, but by disunity, contradictions and conflict? Will the situation be saved by international projects such as the Open Government Partnership (OGP), whose main goal is to promote the ideals of an open state?

In the context of the emergence of megathreats, growing conflict and uncertainty, a new understanding of national interests is being born. How is this expressed, and who is the bearer of national interests in modern society? Can open government be considered as the main condition for preventing the substitution of national interests for the interests of the state bureaucracy?

Scientists, researchers, civil servants, representatives of the expert community, undergraduates and doctoral students are invited to participate in the conference.
