The reference (link) has to be printed on the official letterhead of the government agency signed by the political civil servant of the government agency or executive secretary, or head of administration, the head of the government agency signs in case there is no such political position in the government agency.
Certificate of TOEFL/IELTS or APTIS tests is required for all applicants, excluding those who holda Bachelor’s degree (applying for the Master’s degree) or Master’s degree (applying for Doctoral degree)from the universities with English language of instruction.

The objective of the essay is to show the skills of critical thinking, academic writing and professional understanding of the subject. Essay count – 500 words (not including literature review). Requirements: 1) structure of the essay is consisted of introduction, body and conclusion; 2) essay contains an analysis of regulatory acts, state program documents, scientific and other resources of the given topic; 3) essay shows the skills of logical and rational statement of thoughts; 4) various methods of analysis are used, for example cost-benefit analysis, pest-analysis, multi-criteria decision analysis and others; 5) literature review is presented, containing at least 5 links to the resources.

Research proposal
The research plan should allow the Admissions committee to see the following: 1) solid knowledge of literature and research problem; 2) relevance of the research problem; 3) relativity of the research topic to the priority areas of public administration and diplomacy; 4) ability of the applicant to plan its research. The research proposal has to contain the following: 1) draft of the topic; 2) identification of the research problem; 3) brief description of the literature and relevance of research novelty; 4) research methodology – methods of data collection, processing and analysis; 5) preliminary schedule of research in the table format – the sequence of research stages and time for the implementation of each step; 6) indication of literature review in the work description and other important scientific research on the topic.
