HR Analytics and Methodology for Implementing the Unified Personnel System

  •  Collection, analysis, and interpretation of data on personnel potential of state bodies;  Planning personnel work and forecasting civil service needs;
  • Conducting surveys among civil servants and citizens on personnel management issues;
  • Analysis of international experience in personnel management in private and public sectors;
  • Analysis of personnel process efficiency and development of recommendations for their improvement;
  • Preparation of reports and analytical materials on personnel management issues;
  • Ensuring automation of personnel processes of subordinate organizations of state bodies in IS «UPS»;  Development of methodology for personnel processes for automation in IS «UPS»;
As part of implementing the Head of State’s Address dated September 2, 2024, Presidential Decrees of the Republic of Kazakhstan dated November 21, 2024, No. 709 and April 13, 2022, No. 872 «On measures to debureaucratize the activities of the state apparatus», the HR Institute, together with the authorized body, is implementing and automating personnel processes in subordinate organizations of state bodies based on the information system «Unified Personnel System» (hereinafter – IS UPS).
