The Human Resources Management Institute is a structural subdivision of the Academy of Public Administration under the President of the Republic of Kazakhstan, occupying a key position in transforming personnel processes in the civil service.
The Institute implements a wide range of tasks in the field of competency assessment, HR analytics, testing, and support of digital personnel management systems. In its activities, the Institute is focused on implementing modern approaches and technologies, including artificial intelligence elements, automation of routine processes, and development of HR analytics.
One of the priority areas of the Institute’s work is methodological and organizational support for competency assessment of civil servants, development of assessment tools, and support for individual development. The Institute also provides expert support in talent management, participates in supporting digital solutions such as modules of the integrated information system «E-Qyzmet», and supports selection processes and analytics of personnel decisions in the civil service.
The Institute acts as a center of expertise in the field of human resources management, contributing to digitalization and improving the efficiency of personnel processes, reducing administrative burden, increasing transparency and objectivity in personnel management. Through the use of HR analytics, artificial intelligence, and modern methodological base, the Institute contributes to building a sustainable, modern, and attractive civil service.
Mission: We develop and implement modern and digital approaches to personnel management in the civil service, state organizations, and quasi-governmental sector entities of the Republic of Kazakhstan, strengthening personnel potential through technologies, analytics, and systemic solutions.
