The Academy of Public Administration under the President of the Republic of Kazakhstan celebrates 25th anniversary

The Academy of Public Administration under the President of the Republic of Kazakhstan will celebrate 25th anniversary of the professional education for civil servants system creation.

The National School of Public Administration was established by a decree of the President of the Republic of Kazakhstan ( August 29, 1994,) to train senior administrative personnel and attract highly educated citizens to the state apparatus.

The Academy of Public Administration under the President of the Republic of Kazakhstan has planned a number of national and international events this year.

During the year, the educational project “25 guest lectures” will be implemented at the Academy. Local and international politicians, state and public figures, including alumni and professors of the Academy will give lectures. The Head of the Agency for Civil Service Affairs and Anti-Corruption Alik Shpekbayev and the Head of the Presidential Administration Asset Issekeshev, as well as deputies of the Senate of the Parliament of Kazakhstan, ministers and vice-ministers, mayorsof regions and cities, international partners and first leaders of the largest companies in Kazakhstan will take part in lectures.

Announcements of the lectures will be posted on the website and social networks of the Academy (Instagram @ apa.kz and Facebook: @academyofpublicadministration). Anyone who has registered online registration can take part in lectures. Lectures would be broadcasted live on YouTube – the Academy Channel (Academy of Public Administration of Kazakhstan – https://www.youtube.com/channel/UCw80-vBlb1GBkGC-ovmS4mQ).

At the same time, a number of major events will be held to celebrate the 25th anniversary of the Academy:

A session on the issues of transformational leadership in changing world will be held at the Astana Economic Forum in May 2019. Significant attention will be paid to the Academy’s role in shaping educational system  of civil servants in Kazakhstan.

In order to further introduce civil service mechanisms of strategic personnel management, First HR-Forum in the field of public administration is planned in April 2019. The event will bring together experts from public and corporate sectors.

The key event of the 25th anniversary will be the Academy Alumni Forum in June 2019.

Throughout the year, it is also planned to implement “25 Academy Social Projects” and “25 Startups in Public Administration” at  the Academy and its branches throughout the country.  

Traditional Friday brainstorming will continue with the “Ideas Factory:“ Civil service: quick wins ”, where ideas are selected for specific projects and further implementation in order to improve the public administration system. Questions and proposals  by the participants are submitted to the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption for further development and implementation. not only students and staff of the Academy can Participatein brainstorming , but also all those interested in the quick solution of issues on improving the quality of public administration and civil service. The Ideas Factory is broadcasted online and uploaded on the Academy’s YouTube channel (Academy of Public Administration of Kazakhstan – https://www.youtube.com/channel/UCw80-vBlb1GBkGC-ovmS4mQ).

The modern development of the Academy is based on current trends in the development of public administration and training of civil servants aiming to solve future state priorities and goals.  It  requires transformation of the Academy and introduction of innovative technologies and tools.

One of the transformation projects was the Digital Academy project, implemented under the Digital Kazakhstan state program. The goal of the project is to transform the Academy into an educational center for IT competencies of civil servants. In the course of the project, the educational space was redesigned, infrastructure equipment was modernized, and multimedia equipment system was installed. Currently, IT-technologies were integrated by  introducing new technological and management solutions, online learning technologies with the use of digital educational resources.

In order tointroduce modern management technologies, the Academy has established a Center for Project Management in Public Administration. The Center has successfully passed the accreditation and conducts certified training of civil servants in accordance with the national standard ST RK ISO 21500-2014 “Project Management Guide”. Also, on the basis of an agreement with the SPOCE company (United Kingdom), a certification exam for the Prince2 project management method is held in Kazakhstan.

Today, the Academy aims to train broad – minded civil servants with a full range of professional and personal competencies that are able to make effective management decisions and improve the population welfare,”said Rector of the Academy Fatima Zhakypova.  

This year, the Academy of Public Administration under the President of the Republic of Kazakhstan accepts admission for 11 Master programs and 4 doctoral programs. Masters Degrees: Public Management (MPM), Public Administration (MPA), Digital Public Administration (MDPA), Anti-Corruption Policy (MACP), Economy (ME), Public Policy (MPP), Regional Development (MRD), Public Policy (for foreign citizens) (MPP), Public Policy and Law (MPPL), Human Resource Management (MHRM), International Relations (MIR). Doctoral specialties: Public Management (EDPM), Public Administration (DPA), Economics (DE) and International Relations (DIR).

According to the Rector, ongoing Master and doctoral programs are practice oriented to the current and future civil service needs and taught in 3 languages.
