The study makes both a theoretical and an applied contribution to ensuring na-
tional security, the rule of law, the development of a management culture, and social
stability.
The theoretical significance of the results:
The study provides a comprehensive theoretical analysis of social conflict man-
agement and the professional competencies of civil servants. As its theoretical founda-
tion, it draws upon the works of K. Marx, G. Simmel, L. Coser, R. Dahrendorf, and J.
Habermas. The conflictology is compared with the system of public administration,
and the proposed competency model is built on cognitive and communicative skills.
Practical significance:
The results of the research can be applied to improving the civil service system,
updating educational programs, and developing mechanisms for the early detection and
management of conflicts. The developed competency model can be integrated into pro-
grams for the training, retraining, and professional development of civil servants, as
well as for fostering effective dialogue with the population.
The model has been included in the 2026 curriculum of the course “Psychology
of Management” at the Academy of Law Enforcement Agencies under the General
Prosecutor’s Office of the Republic of Kazakhstan and has been piloted at the regional
level. In addition, multimedia materials and methodological manuals have been devel-
oped to promote legal literacy and advance reconciliation procedures.
Approbation of the research results.
The key findings of the dissertation research have been presented in three pub-

lished scientific works, including two articles in leading peer-reviewed journals rec-
ommended by the Committee for Quality Assurance in the Sphere of Science and
Higher Education of the Ministry of Science and Higher Education of the Republic of
Kazakhstan, and an article published in a foreign scientific journal indexed in Scopus:
1. The prevention and resolution of social and labor disputes: international strate-
gies and the experience of Kazakhstan (Public Policy and Administration, Scopus) –
contribution 100%.
2.The Impact of Social Conflicts on the Economy of Kazakhstan and State Policy
on the Protection of Labor Rights (Bulletin of Atyrau University, Economics Series,
CQASEHE) – contribution 100%.
3. The Economic Impact of Youth Unemployment and Factors of Social Conflicts
(Bulletin of KazUEFIT, CQASEHE) – contribution 70%.
In addition, the results were presented in 2024 at the VII International Scientific
and Practical Conference of the Academy of Law Enforcement Agencies under the
General Prosecutor’s Office of the Republic of Kazakhstan in the report on The Role
of Law Enforcement Agencies in Building a Just Society and Preventing Conflicts.
The developed portfolio of core skills for civil servants in the context of social
conflict management was tested during training sessions in Zhanaozen with the partic-
ipation of representatives of the judiciary and civil servants. On the initiative of the
doctoral candidate, and with the support of the Union of Judges of Kazakhstan, the
YouTube channel on Rule of Law was launched, aimed at promoting legal literacy.
