1) to analyze the causes and types of social conflicts in Kazakhstan and to de-
termine their place within the system of public administration;
2) to identify the role of civil servants in ensuring social stability;
3) to assess the current state of civil servants’ professional competencies based
on the analysis of the specific features of social and labor disputes in Kazakhstan and
the regional experience of countering conflicts of an extremist nature;
4) to systematize the key competencies required for civil servants in managing
social conflicts;
5) to propose effective mechanisms for enhancing professional competencies
(training, mediation, legal literacy, etc.);
6) to examine international experience and demonstrate ways of adapting it to
national conditions through the development of action algorithms and practical recom-
mendations.
Methodology and research methods: The research employs an integrated
methodological approach combining qualitative and quantitative methods to study so-
cial conflict dynamics and civil servant competencies.
Qualitative methods include content analysis, comparative analysis, case studies,
focus group and expert interviews. Content analysis was applied in the examination of
legislation, strategic and regulatory documents, as well as media publications. Com-
parative and case study methods allowed for the investigation of the causes of conflicts
and the experience of their management in different countries, including Kazakhstan.
Quantitative methods included sociological surveys, regression, and correlation
analysis. A nationwide survey was conducted with the participation of 963 civil serv-
ants. The survey made it possible to determine the level of their competencies, key
shortcomings, and developmental needs. In addition, a case analysis of factors causing
public discontent was carried out.
The empirical base consists of media materials and court rulings related to the
events in Zhanaozen and the January events, including:
– 10 court decisions on labor disputes of the Zhanaozen City Court;
– the report of the “Desant in Aktobe” project following the 2016 terrorist at-
tack (more than 200 civil servants participated, reaching 145,000 citizens);
– results of the survey of civil servants across all regions of the country;
– expert assessments and analysis of religious conflicts and reconciliation pro-
cedures.
Based on the data collected, a competency model of civil servants was developed,
and recommendations were formulated for the prevention and management of social
conflicts.
The scientific novelty and significant obtained results lie in the comprehen-
sive development of scientific-methodological approaches and practical recommenda-
tions aimed at improving the civil service system and the professional competencies of
civil servants in the process of preventing and managing social conflicts. The concept
of “professional competencies in conflict management” has been introduced into schol-
arly discourse. These competencies have been classified and substantiated on the basis
of theoretical and empirical data as communicative, cognitive, emotional intelligence-
based, and strategic skills.
