On the basis of the survey of 963 civil servants, analysis of international experi-
            ence, and regulatory documents, a competency model and methodological recommen-
            dations were developed. The model was piloted in the Mangystau region, and its effec-
            tiveness was confirmed by implementation acts.
                   The key points put forward for the dissertation defense:
                   1. The scientific literature highlights the insufficient conceptualization of the
            professional competencies of civil servants in the field of conflict prevention and man-
            agement. The study systematizes the concept, classification, and types of social con-
            flicts, as well as their place within the system of public administration. Professional
            competencies are considered as an integrated system of cognitive and communicative
            abilities.
                   2. A comparative analysis of international experience and strategic documents
            has shown that the key factors determining the effectiveness of civil servants are per-
            sonal  qualities,  professional  experience,  ethical  principles,  and  behavioral  models
            adapted to specific situations. On this basis, a role model of the civil servant has been
            proposed.
                   3. It has been empirically demonstrated that the formation of professional com-
            petencies of civil servants occurs under the influence of external factors (social envi-
            ronment, level of education) and internal factors (motivation, professional adaptation,
            moral values). A structural profile of competencies and criteria for their evaluation have
            been developed.
                   4. An analysis of the practice of preventing labor and religious conflicts revealed

            an insufficient level of legal literacy and organizational skills among civil servants.
            Within the framework of Conflict Management Competencies (CMC), the necessity
            has been substantiated for improving legal training, revising legislation, and develop-
            ing training programs in the basics of mediation, management psychology, and crisis
            communication.
                   5. Empirical analysis of conflict cases demonstrated a low level of preparedness
            of civil servants for conflict prevention and management. Based on modern scientific
            approaches, the key competencies have been identified: emotional intelligence, deci-
            sion-making ability, negotiation culture, and stress management skills. Practical rec-
            ommendations and action algorithms have been developed.
                  Compliance with scientific development directions or government programs:
                   The research fully corresponds to the priorities outlined in the strategic docu-
            ments of the Republic of Kazakhstan: strengthening social harmony, enhancing the ef-
            ficiency of public administration, modernizing personnel policy, and improving the
            quality of public services (Kazakhstan-2050 Strategy). It also supports the initiatives
            expressed in the President’s Addresses regarding the formation of a new generation of
            civil servants and effective communication with society.
                    The results are aligned with the activities of the Agency for Civil Service Affairs
            and the Academy of Public Administration under the President of the Republic of Ka-
            zakhstan, as well as with the State Program for the Development of Education and
            Science for 2023–2029 and the Open Government concept.
