ANNOTATION
to the dissertation of the doctoral candidate of the Academy of Public
Administration under the President of the Republic of Kazakhstan
Qaragoshina Nurgul Yerbolatkyzy on the topic on Improvement of Public
Administration Tools in the Field of Prevention of Social Conflicts in the Repub-
lic of Kazakhstan, submitted for the degree of Doctor of Economics in the educa-
tional program «8D04113 – Public Administration»
Relevance of the research topic: In today's context of global geopolitical insta-
bility, the emergence of social conflicts poses threats to internal stability, national in-
dependence, and public safety. Kazakhstan has been consistently implementing poli-
cies aimed at strengthening social equality and interethnic harmony. However, due to
economic hardships, ideological contradictions, and internal/external disagreements,
the risk of social tension remains high. Such factors as unemployment, labor disputes,
information manipulation, and radicalization contribute to the increase of social con-
flicts.
Although social conflicts have been widely studied the focus has mostly been
limited to intra-organizational and civil disputes. The pivotal role of civil servants in
conflict prevention and management has not received adequate attention, especially in
ensuring legal order and effective governance.
The new model of public administration in Kazakhstan emphasizes efficiency,
fairness, transparency, and responsiveness to public needs under the principle of a "lis-
tening state". Lack of practical and fundamental preparedness in conflict prevention
undermines public trust and the authority of civil servants. Therefore, civil servants,
especially political appointees, must develop professional competencies such as medi-
ation, intercultural adaptability, crisis decision-making, and effective communication.
The study found that current training and competencies of civil servants are in-
sufficient. There is a lack of effective systems and methodologies for competency de-
velopment, and existing training programs need urgent updates. Global best practices
in conflict management are not being systematically adapted to the national context.
There is a pressing need for civil servants to be equipped with new interaction formats
and methodological support. Hence, this research proposes scientifically grounded
mechanisms for managing social conflicts and enhancing national stability.
The object of the research is the public service system in the Republic of Ka-
zakhstan in the context of social conflict prevention and management.
The subject of the study is the professional competencies of civil servants and
the mechanisms for their development in the context of preventing and managing so-
cial conflicts.
The purpose of the study is to identify ways to enhance the professional com-
petencies of civil servants for the effective prevention and management of social con-
flicts in Kazakhstan.
To achieve the objectives of the dissertation research, the following tasks have
been identified in the study:
