1. systematize and expand theoretical and methodological approaches to the
study of internal migration;
2. examine foreign experience in regulating internal migration, including
economic instruments used in developed countries;
3. analyze the economic instruments for regulating internal migration in the
Republic of Kazakhstan;
4. classify the economic instruments for regulating internal migration in
Kazakhstan and evaluate their effectiveness;
5. develop recommendations for improving migration policy and economic
instruments for regulating internal migration in Kazakhstan.
Methodology and research methods
The theoretical basis of the dissertation research consists of the works of
foreign and domestic scientists on the issues of internal migration in the context of
regions, as well as the impact of economic instruments on the effectiveness of
regulating internal migration for the socio-economic development of the state. The
conceptual approach used in the study is based on current trends in global migration
flows and approaches to regulating internal migration used in foreign practice. The
methodological basis of the research consists of general scientific methods of
scientific cognition: analysis and synthesis, systematic and interdisciplinary
approaches, the method of deduction, document analysis, methods of historical
research, statistical data analysis, forecasting, modeling, methods of mass
sociological survey and expert survey, econometric methods, and graphical analysis.
The scientific novelty and importance of the results obtained lie in the
combined development of scientific and methodological approaches and practical
recommendations aimed at improving the system of economic instruments for
regulating internal migration in the Republic of Kazakhstan. The study clarifies the
definition of economic instruments for regulating internal migration and
substantiates their classification by type and effectiveness criteria. A mechanism of
long-term financial incentives for employers in the form of a tax credit for employed
migrants is proposed. An econometric model of migration factors has been
developed, which makes it possible to predict flows depending on GRP and
unemployment rate. The Auto-KPI R-12 method is proposed for the automated
calculation of the indicator of the retention of displaced persons, which ensures
transparent monitoring. A comprehensive diagnosis of the stages of regulation of
internal migration has been carried out, revealing key limitations and areas of policy
improvement.
Scientific Provisions Submitted for Defense
1. Based on the analysis of domestic and international practice, the mechanism
of long-term financial incentives — a “flexible tax credit” for employers for each
resettler — has been improved. The introduction of this mechanism will reduce the
burden on employers through partial reimbursement of their expenses and increase
their motivation to hire resettlers due to direct economic benefits and reduced labor
costs, making the attraction of labor more accessible and profitable. This, in turn,
