on the topic: «Improvement of Economic Instruments for Regulating Internal
Migration in the Republic of Kazakhstan», submitted for a doctoral degree in
the educational program ««8D04114 – Economics»
Relevance of the research topic
In modern conditions, internal migration processes in the Republic of
Kazakhstan have a significant impact on the socio-economic development of the
state. Increasing imbalances in the distribution of labor resources between regions,
depopulation of rural areas, and population concentration in large cities and border
areas pose threats to the sustainable development and spatial balance of the country.
At the same time, there is a shortage of qualified personnel in a number of regions,
a decrease in the level of economic activity, and an increase in social tension.
Existing migration policy measures, based primarily on administrative and
organizational tools, show limited effectiveness. This is due to the fact that they take
insufficient account of the economic motivation of migrants and do not create
sustainable incentives for the rational redistribution of labor resources. In this regard,
the importance of developing and improving a system of economic instruments for
regulating internal migration is increasing, including fiscal, financial, credit, and
pricing mechanisms that can affect the scale, direction, and structure of migration
flows.
The relevance of the study is confirmed by the fact that, despite the existence
of certain scientific developments in the field of regulating migration processes,
today the theoretical and methodological issues of improving economic instruments
for regulating internal migration remain poorly understood. The conceptual and
terminological framework related to the economic mechanisms of migration
management has not been sufficiently developed, and there is still ambiguity in
assessing the factors and sources of migration risks in the public sector. Thus, the
relevance of the research is determined by the need to develop and improve
economic instruments aimed at balancing the interests of the state, regions, and the
population, as well as improving the effectiveness of the internal migration policy
of the Republic of Kazakhstan in the context of regional development and
sustainable economic growth.
The object of the research: internal migration processes of the population in
the Republic of Kazakhstan.
The subject of the study. The subject of the study is the economic
instruments for regulating internal migration processes in Kazakhstan.
The purpose of the study is to develop recommendations for improving
economic instruments for regulating internal migration in the Republic of
Kazakhstan.
In accordance with this purpose, the following research tasks are formulated:
