The model of development of Kazakhstan's water diplomacy presented in the
dissertation is an integrated approach aimed at optimizing the negotiation process at
the regional and international levels, equitable distribution of water resources and
ensuring environmental safety. The application of this model will make it possible
to use Kazakhstan's water policy as a practical tool in strategic planning.
The main conclusions of the research work submitted for defense are:
1. Water diplomacy is being formed as a strategic direction of Kazakhstan in
international relations. Kazakhstan strives to contribute to regional stability and
security, as well as to protect national interests through transboundary water
resources management. Water policy is considered not only as a technical, but also
as a geopolitical, legal and diplomatic category.
2. Water relations in Central Asia are an intertwined space of regional
conflicts and cooperation. Water issues are not only a source of cross-border
disagreements, but also a potential platform for strengthening interstate mutual trust
and integration. Kazakhstan plays a coordinating and stabilizing role in this process.
3. There are legal and institutional incompatibilities in the management
system of water diplomacy in Kazakhstan. The study revealed the lack of a unified
legislative framework and interdepartmental coordination, as well as the weakness
of the scientific and analytical infrastructure. Eliminating these shortcomings will
allow Kazakhstan to link water security with national security.
4. The main scientific novelty of the thesis is the "model of development of
water diplomacy of Kazakhstan" developed as a result of the research. This model
has been developed on the basis of international law, regional partnership
mechanisms and scientific and analytical assessment. It is based on multilevel,
systematic and predictable principles of water relations management.
5. The presented model is considered as a universal scientific tool combining
international experience and regional situation.
The model is adapted to the recommendations of the UN (1997), UNECE
(1992), IFAS and CAREC organizations and specific cross-border conditions in
Central Asia. It is aimed at modernizing Kazakhstan's water diplomacy and
implementing regional initiatives.
6. Due to the strengthening of Kazakhstan's water diplomacy, the potential of
regional leadership will increase. As a result of the implementation of the proposed
model, Kazakhstan can become a major actor forming a negotiating culture in
transboundary water resources management in Central Asia, strengthening peace
and achieving Sustainable Development Goals.
Theoretical and practical values of the thesis. The theoretical significance of
the dissertation research lies in the consideration of the problem of water diplomacy
within the framework of modern theoretical paradigms of international relations.
The paper systematically analyzes the interrelationships between water security,
