important  strategic  directions  aimed  not  only  at  ensuring  efficient  use  of  water
                  resources, but also at strengthening regional stability and security.
                         The object of the study is the foreign policy positions and mechanisms of
                  interaction that have developed in the process of regulating transboundary water
                  issues between the Central Asian states, as well as the prospects for the role of the
                  Republic  of  Kazakhstan  in  this  multidisciplinary  cooperation  through  water
                  diplomacy.
                         The subject of the research is the current political and diplomatic trends
                  regarding transboundary water resources management in Central Asia in the context
                  of modern geopolitical transformations and a changing world order, the content,
                  tools and impact of the water diplomatic strategy carried out by the Republic of
                  Kazakhstan in this space.
                         The purpose of the research: the purpose of the dissertation is to identify
                  strategic priorities and substantiate the prospects for the future development of the
                  Republic of Kazakhstan in the field of rational management of transboundary water
                  resources with a scientific study of the process of formation and development of
                  water diplomacy.
                         To achieve this goal, the following scientific tasks are envisaged:
                         1. analysis of the theoretical foundations of the concept of water diplomacy,
                  its place in the system of international relations and the evolution of development;
                         2. differentiation of relevant models for Kazakhstan with a comparison of
                  international experience in managing transboundary rivers;

                         3. Analysis of the current water and energy situation in the Central Asian
                  region and interstate relations in the management of transboundary water resources;
                         4. Defining the role of international organizations and regional structures in
                  the sharing of water resources and ensuring water security;
                         5. Development of scientifically based proposals for improving Kazakhstan's
                  water diplomacy.
                         Scientific  novelty:  this  dissertation  research  is  distinguished  by  the
                  presentation of a scientifically based system of proposals aimed at the development
                  of  Kazakhstan's  water  diplomacy  and  the  development  of  an  integration  model
                  "Kazakhstan's water diplomacy development model". The study developed a set of
                  strategic  directions  based  on  7  principles  for  improving  transboundary  water
                  cooperation  based  on  international  legal  documents  and  regional  experience.  In
                  addition, it was proposed to introduce the concept of "water diplomacy" into the
                  foreign policy of the Republic of Kazakhstan at the regulatory level, and for the first
                  time  the  possibilities  of  its  adaptation  to  ecosystem,  institutional  and  digital
                  transformation were comprehensively considered.
                         Practical significance: the practical significance of this research work lies in
                  the development of scientifically sound proposals for bringing the water diplomacy
                  of the Republic of Kazakhstan to a new level. In the course of the study, specific
                  mechanisms were proposed aimed at forming mutually beneficial cooperation with
                  the  countries  of  Central  Asia,  taking  into  account  international  experience  and
                  regional peculiarities in transboundary water resources management.
