The aim of the study is to scientifically analyze the mechanisms of state
regulation for the effective implementation of the Smart City concept in Turkistan
in accordance with the principles of sustainable development and to develop specific
recommendations aimed at their improvement.
Research Objectives. In accordance with the stated aim, the following
objectives of the study were formulated:
– to define the conceptual foundations of the Smart City concept and determine
its place within the paradigm of sustainable development, as well as to review its
theoretical and methodological basis;
– to analyze the mechanisms and instruments of state regulation in the
development of smart cities in the Republic of Kazakhstan;
– to systematize advanced approaches of international models of state
regulation in the development of smart cities that enable the implementation of
sustainable development principles;
– to empirically assess the level of citizens’ participation in smart initiatives,
public perception, and access to digital infrastructure in Turkistan;
– to develop multi-level governance mechanisms and scientific-practical
recommendations for improving state regulation of smart city development in
Turkistan.
Object of the Study. The process of implementing the Smart City concept in
Turkistan and the practice of its regulation at the state level.
Subject of the Study. Mechanisms of state regulation and governance of smart
cities within the framework of sustainable development.
Scientific Novelty of the Research.
1. For the first time, a theoretical and institutional interpretation of the concept
of “smart city” in the context of sustainable development has been systematized, and
its interconnection with the state governance system has been scientifically
substantiated.
2. A comprehensive analysis of the current state of tools and methods of state
regulation of smart cities in the Republic of Kazakhstan has been carried out, and
their effectiveness and applicability have been evaluated using the case of Turkistan.
3. Foreign and Kazakhstani practices have been comparatively analyzed, and
the main approaches, effective practices, and tools that can be adapted to the
conditions of Turkistan have been identified.
4. Indicators enabling the implementation of the Smart City concept in
Turkistan have been determined.
5. An institutional and legal model of smart city governance adapted to
Turkistan has been developed, with its key structural elements and mechanisms of
interconnection proposed.

1. The integration of the Smart City concept into the system of state regulation
in the context of sustainable development is proposed as one of the modern
approaches to urban governance. This approach highlights the necessity of
