ANNOTATION


                         to the dissertation of the doctoral student of the Khoja Akhmet Yassawi
                  International  Kazakh-Turkish  University  Kulbayeva  Aigerim  on  the  topic
                  «Methods  of  State  Regulation  of  Smart  cities  based  on  Sustainable
                  Development Goals (case of the Turkestan city)», recommended for the degree
                  of Doctor of Philosophy (PhD) in the educational program «8D04114 State and
                  local Government»

                         Relevance of the research. The rapid growth of the global population and

                  urbanization is expected to result in 66% of the world's population living in cities by
                  2050, equivalent to an increase of over 2.5 billion new urban residents. Such growth
                  necessitates the improvement of urban infrastructure efficiency, ensuring economic
                  stability, and enhancing the quality of life. In this context, the implementation of the
                  smart city concept has become highly relevant.
                         In  Kazakhstan,  smart  city  projects  are  considered  a  crucial  component  of
                  digitalization and are supported by the state. A smart city is based on information
                  and  communication  technologies  aimed  at  efficient  urban  infrastructure
                  management, improving the quality of life, and reducing environmental impact. The
                  country's key strategic documents, including the "Kazakhstan-2050" strategy, the
                  "Digital Kazakhstan" program, and the "Information Kazakhstan-2020" initiative,
                  focus  on  the  digitalization  of  cities  and  sustainable  urban  development.  The
                  development of smart city projects enables the improvement of urban infrastructure,
                  the resolution of environmental issues, and the reduction of social tensions. This
                  model addresses the needs of modern urbanization by enhancing the quality of life
                  for residents through digitalization.
                         This  concept  utilizes  innovative  technologies  to  ensure  efficient
                  transportation, environmental sustainability, safety, and resource management. The
                  smart city model is regarded as a strategic solution for systematic urban management
                  and  infrastructure  modernization.  The  increasing  level  of  urbanization,  the
                  expansion of urban areas, and limited resources underscore the relevance of this
                  topic.
                         Degree of research on the topic. The scientific exploration of smart cities
                  and  their  governance  has  been  the  subject  of  numerous  studies.  International
                  scholars such as Caputo F., Huda N. U., Ningrum T. P., Anthony Jr B., Majid M. A.,
                  Romli A., Bokolo A. J., and others have examined the development and regulatory
                  aspects  of  smart  cities. Domestic  researchers, including  Turysbekova  A.B., who
                  studied  the  adaptation  of  foreign  experiences  in  the  context  of  smart  city
                  implementation  and  the  changing  forms  of  citizen  participation  in  urban
                  development;  K.B.  Masenov  and  Alina  N.,  who  explored  the  use  of  smart
                  technologies  in  waste  management;  A.  Baimbetova,  who  analyzed  the
                  interconnection between smart governance and smart cities; Zh.B. Akhaeva, who
                  examined multi-agent systems in smart cities; and Zh.A. Syzdykov, who studied the
                  efficiency of sustainable development in smart cities, have contributed significantly
                  to this field.
