The course is aimed at developing competencies in promptly and effectively responding to
challenges in the field of emergency situations of any nature, including accidents, epidemics,
strikes, cyber-attacks and any other events and phenomena that pose a threat to the stable
operation of the state apparatus and its reputation.
Expected learning outcomes:
Know and apply methods of analysis, rapid response techniques and effective resolution of
emergency situations.
4. Digital transformation of public administration

Short course description:
The course aims to explore digital technologies and tools, theories and concepts of digital
government and regulation, as well as the features of platform governance;
to develop skills in managing digital state systems for effective operation in the context of the
digital transformation of the economy and the development of the information society;
to study the role of information and communication technologies in the provision of public
services, as well as the interaction between the state and society on various online platforms.
Expected learning outcomes:
Know and apply basic digital management tools.
5. Legal instruments of state reforms

Short course description:
The course aims to develop competencies in application of legal support for socio-economic
reforms in modern conditions;
To develop an understanding of the system, structure and types of activities of government
bodies, as well as the mechanism of interaction between the parliament and the government
of Kazakhstan;
To develop an awareness of main features of legal administration within the framework of socio-
economic reforms.
Expected learning outcomes:
Know the basic principles and mechanisms of legal support for socio-economic reforms;
Apply the tools of legal analysis, assessment and forecasting.
6. State-society collaborative governance

Short course description:
The course aims to develop competencies for effective interaction between the state and
citizens, active interaction with citizens and other stakeholders in decision-making;
to study the measures to promote full public understanding of the decision-making processes
and mechanisms for investigating emerging problems; to develop the skills to fully inform the
public about the status and progress of the development, as well as opportunities for obtaining
information, submitting comments and other means of participation; to develop skills in
collection of public opinion, their perception of the goals and objectives of the project, as well
as alternative development strategies and any other information related to the decision-making.

Know and apply techniques for effective interaction between the state and citizens, active
interaction with citizens and other stakeholders in the decision-making process.
