Who is eligible to apply for education programmes?

Persons who have completed their undergraduate education are eligible to master’s programmes, and applicants who have completed postgraduate education are eligible to apply to doctoral studies.
What documents are required to apply?

1. The application form
2. A copy of the document on higher education with the transcripts (for admission to the master’s degree) or a copy of the document on postgraduate education (master’s degree) with the transcripts for admission to doctoral studies);
3. A copy of the certificate on the IELTS or TOEFL exams, or APTIS test application form;
4. Employment verification documents (employment history for civil servants of the Republic of Kazakhstan or a personal profile, or a copy of the track records for individuals other than civil servants);
5. Medical certificate form 086-U, approved by Order of the Acting Minister of Health of the Republic of Kazakhstan from November 23, 2010 № 907 “On approval of forms of primary medical records of healthcare organizations” (registered in the Register of state registration of normative legal acts under № 6697);
6. Referral to study, signed by a political civil servant of a state body or a responsible secretary, or Chef de Cabinet; and in state bodies in which the above positions are not entered, the head of a state body (only for applicants who are applying for state scholarship);
7. For Master’s Degree Programmes applicants – two essays;
For Doctorate Degree Programmes applicants – an essay, a research proposal and a list of research papers if available.
Who makes the decision about the referral of a civil servant to study at the Academy?

An official of the state body
Who signs the referral to a public servant?

Political civil servant of a state body or a responsible secretary, or Chef de Cabinet, and in state bodies in which the above positions are not entered, the head of a state body
Is it required to take the APTIS, TOEFL or IELTS tests, if applicant graduated English medium university?

Applicants for admission to the Academy, educated in universities with English medium of instruction, are exempt from the requirement to provide IELTS or TOEFL certificates, or take the APTIS test.
What is APTIS test?

APTIS is a computer-based test for the purpose of verifying grammar and vocabulary, and assessing the level of proficiency in English on the basis of Common European Framework of Reference for Languages (CEFR). The test contains tasks for four language skills: speaking, writing, reading and listening.
What are the requirements to essays and research proposals?

Motivational essay (for entering the master’s and doctoral studies):
1. should reflect the aims and motives for studying at the Academy of Public Administration under the President of the Republic of Kazakhstan;
2. explains how the master’s / doctoral programme is consistent with the goals and objectives of personal career planning in the public service;
3. reflects how knowledge and competencies gained can be used in professional activities after completion of the programme;
4. meets the requirements of academic writing.
The volume of the essay should not exceed 500 words.

Where can I find essay topics related to field of study?

The Academy’s website hosts essay topics on specialties for those entering the Academy.
What is involved in the interview process?

In order to identify personal and professional competencies for admission to the Academy, the applicants take part in solving of situational tasks – cases. The interview with applicants conducted in Kazakh, Russian and English languages.
The interview process is conducted using video or audio recording.
Re-interview on the same educational programme is not allowed.
Are there business trips (internships) abroad? Which places?

Academy students annually take overseas internships at the Maxwell School of Citizenship and Public Affairs – Syracuse University (USA), Columbia University (USA), New York University (USA), DBB Academie (Germany), National Institute for Human Development (South Korea), The Scandinavian Institute for Academic Mobility (Finland), the Vienna Diplomatic Academy (Austria), Mohammed Bin Rashid School of Government (UAE), the Netherlands Institute of International Relations “Clingendael” (Netherlands), the Center for Political and Diplomatic Studies (UK), and the diplomatic missions of the Ministry of Foreign Affairs abroad.
What is the scholarship schemes for civil servants?

Academy students receive a scholarship corresponding to the official salary at the last work place.
Is the workplace reserved for civil servants who have entered for study?

The workplace is reserved for the employee, since s/he is on study leave for the duration of her/his studies at the Academy.
Does the length of the civil service continue?

Training at the Academy shall be entered in the civil service experience.
Is the student accommodation provided while studying at the Academy?

The student accommodation is provided to nonresident civil servants who are enrolled in the Academy.
Who conducts classes in the Academy?

Academy lecturers are holders of the international scholarship “Bolashak” with the degree of PhD, doctors and candidates of sciences, MPs, representatives of government agencies.
What is the medium of instruction for master and PhD students?

The Academy moved to the simultaneous teaching in Kazakh, Russian and English languages. Currently, training is conducted in 3 languages – in Kazakh, Russian and English.
Are there requirements on working in the public service after completing training at the Academy?

The order and terms of working are determined by the Rules of training, retraining and professional development of civil servants, approved by Decree of the President of the Republic of Kazakhstan dated March 15, 2018 No. 125 (hereinafter – the Rules).
Thus, according to the Rules, a civil servant work in the civil service for at least three years after completing a postgraduate education programme, unless otherwise established by the legislation of the Republic of Kazakhstan, and for at least one year, immediately after completing the training, in a government body which sent her/him to training.
Does a civil servant who had previously studied at the Academy’s Master’s Programme on a scholarship have the right to re-enter the Academy for another Master's degree?

No, since according to Paragraph 2 of Article 8 of the Law of the Republic of Kazakhstan “On Education”, the state ensures that citizens of the Republic of Kazakhstan receive free technical and vocational, post-secondary, higher and post-graduate education on a competitive basis in accordance with the state educational order if a citizen of Kazakhstan receives the education of each of these levels for the first time, with the exception of education received at military, special educational institutions.
