Research of Nauryzbek Madina Dulatkyzy is very actual and important, which covers related
fields of knowledge : public administration, conflict of interest in public service and
anticorruption policy. The dissertation includes analysis of international practices and
legislation regulating conflict of interest in public service, which also can be considered as one
of the field of the research.
The amount of work done within the framework of the research is significant and productive,
because it contains both theoretical and practical examination of conflict of interest in public
service, prevention and responding mechanisms of corruption.
The main contribution of the dissertation is that it develops unified mechanisms for the
prevention of conflict of interest in public service. Furthermore, it's impressive that the
research includes conflict of interest in the public service draft curriculum and amendments /
additions to the current legislation in terms of declaring interests and powers to verify the
declared information.
The dissertation contains review of OECD Guidelines, repofts of Transparency International,
scientific articles about conflict of interest and corruption, which are actually the relevant
literature in the field of anticorruption policy. In addition, research focuses on analyzing the
international practices and current legislation of conflict of interest in Kazakhstan, that is the
most aPPropriate way to develop updated and unified approaches about the prevention
mechanisms' All the above-mentioned issues confirm, that the themes, which are represented
in the dissertation are relevant to the research topic.
The research is conducted with both qualitative and quantitative methods, also comparative
analysis and synthesis, justification, case study, sociological survey methods. It's important to
note the amount of international and Kazakh experts (total number 29), which were
interviewed by the author for exploring the new approaches and ideas about the research
issues. Besides, the quantitative resbarch method was applied through a survey among 10 255
public servants from all regions of Kazakhstan. This irrdicates the trustworthy of the research,
because summing up various opinions of the interviewed e4perts or public servants, can
actually identify real needs and problems of the current regulations and anticorruption policy.
