ANNOTATION
    To the dissertation work of a doctoral student at the Academy of Public

       Administration under the President of the Republic of Kazakhstan
                              Manasbay Aigul Yesbolatkyzy

            Under specialty "6D051000 - State and Local Government"
     On the topic: "Improvement of the state management of the maritime

                  transport system of the Republic of Kazakhstan"

       The relevance of the topic of the dissertation research: The maritime
transport system is complex, requiring, on the one hand, increased state control and
strict regulation of activities to ensure the safety of navigation, on the other hand,
creating conditions for the development of a competitive environment and business
activity. Seaport infrastructure is considered in the context of public administration,
so seaport activities must meet the strategic objectives of national economic
development.

       The Development Strategy of the Republic of Kazakhstan until 2050 has
"global infrastructure integration and the development of transit potential" as one of
its main directions. One of the priorities of development is defined as economic
policy, which is based on "comprehensive economic pragmatism on the principles
of profitability, return on investment and competitiveness" [1].

       The development of Kazakhstan's port sector is always associated with
significant public investments, so it is natural that the issues of effective use of
infrastructure have become of nationwide importance. The principle of efficiency of
budget investments in the maritime industry is the indicator of direct result on
achievement of design capacity of seaport cargo turnover. The current port capacity
is estimated at 27 million tons, but the port load does not exceed 30% [2]. Due to
changes in the composition of economic entities in the maritime transport system,
measures have been taken to transform the organizational structure of seaport
management and deregulate services, which in practice led to an increase in freight
rates for maritime transport.

       In turn, the Strategy 2025 provides for a "new model of economic growth:
high-performance export-oriented competitive economy", which assumes
qualitative changes by encouraging competition, strengthening the role of the private
sector and reducing the role of the state [3].

       The changing role of public management of Kazakhstan's maritime transport
system is linked to the transformation of ownership in seaports, with privatization
seen as one of the main ways to strengthen the role of the private sector. However,
the effects of privatization in the port industry without adequate competition are
highly controversial, as international experience shows. Therefore, there is a need to
find an effective governance model that provides for the development of competition
between maritime market actors by dividing areas of responsibility between the
public and private sectors.

       Extent of study of the problem: Fundamental research on maritime
economics, in particular the organisation of the maritime transport market and the
maritime transport system is reflected in the works of Stopford M.O., Haralambides
